Welcome to the Carriagehouse program area. This page is the source for information and updates about the neighborhood strategic planning efforts that are underway in this northeast Garland neighborhood. This effort is one of the first of its type in Garland and has been met with enthusiasm, thoughtfulness, and ambition by neighbors and City staff alike.
We started this project in November 2006 with a successful kickoff meeting that drew over 25 residents from across the neighborhood. Since then, neighbors have identified a handful of local priority issues of which we will work together to identify solutions and take action toward achieving those goals and improving the neighborhood. Through a true partnership between residents, neighborhood organizations, City of Garland, and other stakeholders, these issues will turn into successes of which everyone involved can benefit and be proud.
I look forward to continuing to work with long-time residents, newcomers, business owners, civic organizations, community groups, and anyone else who has a stake in the well-being of the Carriagehouse neighborhood.

Neighborhood Program Area Priority Issues
The priorities that will be addressed through the Carriagehouse neighborhood action plan are:
- Reduce speeding cars through the area and improve observance and enforcement of traffic controls
- Increase police presence and response
- Organize, strengthen, and grow neighborhood associations, crime watch groups, and other local organizations
- Improve alley maintenance
- Improve walkability of the neighborhood and pedestrian infrastructure
- Improve residential property maintenance and appearance, including landscaping

Action Plan Launch
Felisa Conner met with Carriagehouse neighborhood leaders on Thursday, October 4, 2007 to review the Program Area Action Plan, identify the City’s and Neighbors’ Roles in implementing the Plan, and to discuss the partnership and advocacy activities needed for success.
Representatives from Neighbors Who Care, Victoria Place Condominiums, and Carriagehouse Neighbors were present. Representatives provided feedback on the Action Plan content and agreed to work on two priorities- community appearance and organization capacity.
City staff plans to coach each group through the implementation of at least one priority over the course of 12 months.

Description of the Neighborhood Program Area
The Carriagehouse program area [map] is located in northeast Garland, bound by Lavon Drive (SH 78) to the west, Naaman School Road to the north, Buckingham Road to the south, and Pleasant Valley Road to the east.
